OV66 ID Checks & RNATT Declarations for Pets Travelling to Australia

A New Identity Check Process for Cats & Dogs Travelling to Australia 🐱🐶✈️

The Department of Agriculture, Fisheries and Forestry (DAFF) and the United Kingdom have agreed to implement a new identity verification process for cats and dogs planning to be imported to Australia from the UK.

Effective Date and Overview

From 4 November 2024, importers from the UK can have their pet’s identity verified by an official veterinarian (OV) holding the special OV66 authorisation. With this new process, verified cats and dogs that meet all other requirements will be eligible for a reduced 10-day quarantine period upon arrival in Australia—down from the previous minimum of 30 days (unless they qualify as returning Australian pets).

Note: Animals that have already started preparations for travelling to Australia will not be eligible for the reduced quarantine period unless preparations are restarted. For more details, please visit the official guidelines here.

Important: The identity verification process must be conducted by two separate OVs in the UK who hold the OV66 authorisation.

What is OV66? 🔍

OV66 is the official certificate required for cats and dogs being exported from the UK to Australia. It confirms that your pet has undergone the necessary identification checks to meet Australia’s strict biosecurity standards.

Why is the OV66 Certificate Important? ✅

  • Biosecurity Compliance: Verifies that your pet complies with Australia’s import requirements, reducing the risk of introducing diseases.

  • Accredited Verification: Issued by an accredited veterinarian after a thorough check, ensuring all identification details are correct.

  • Smooth Entry: Essential for avoiding quarantine delays or entry refusals at the Australian border.

Key Requirements for the OV66 Process 📝

  • Microchipping: Your pet must be microchipped with an ISO-compliant device.

  • Health & Identification Checks: An accredited veterinarian must perform a detailed examination to verify your pet’s identity and health status.

  • Accurate Record-Keeping: All details—including the microchip number, vaccination records, and other relevant information—must be accurately recorded on the OV66 form.

The Process

To qualify for the 10-day quarantine, two separate ID checks must be completed:

1. First ID Check

  • Conducted by: An OV66-authorised veterinarian (OV1).

  • Timing: Must be carried out between 180 and 365 days prior to export.

  • Procedure:

    • The pet’s microchip is scanned and verified.

    • A colour photograph of the pet, showing the microchip number on the scanner, is taken.

  • Documentation: An ID declaration form is completed by the OV66-authorised vet and submitted to the Australian Department of Agriculture, Fisheries and Forestry (DAFF) by the OV.

2. Second ID Check

  • Conducted by: A different OV66-authorised veterinarian (OV2) working at a separate practice from OV1.

  • Timing: Must also occur between 180 and 365 days prior to export.

  • Procedure:

    • The pet’s microchip is scanned and verified in the same way as the first check.

    • A colour photograph of the pet, showing the microchip number on the scanner, is taken.

  • Documentation: A separate ID declaration form is completed and submitted to DAFF by OV2.

Additional Tips for a Smooth Process 🚀

  • Rabies Vaccination and Certificate: May be completed either before or after the first ID verification.

  • ID Checks & RNATT Blood Sampling: Both ID checks must be completed before the Rabies Neutralising Antibody Titre Test (RNATT) blood sampling can occur. However, the second ID check can be conducted on the same day as the RNATT blood sampling, saving you time.

  • RNATT Sampling Restrictions: The OV66 that takes the blood sample for the RNATT cannot complete the RNATT declaration or endorse the veterinary health certificate.
