Who Needs an Animal Health Certificate?
If you're travelling from the UK to Europe with your pet, you are legally required to obtain an AHC for each trip.
Replaced Pet Passports

Short answer: not anymore - but this won’t stop you from being able to travel abroad with your pet.
After Brexit, GB-issued EU Pet Passports have been replaced with a new certificate, called Animal Health Certificate (AHC).

The AHC is the document is required for pets to travel to Europe and Northern Ireland. Onwers need to obtain the AHC from their pet's vet for each trip they take to a European country (including Northern Ireland).
The primary purpose is to keep the UK free from rabies, and other foreign diseases such as those transmitted by parasites (e.g. tapeworm) that do not exist in the UK.

Pets need a legal document to enter (or re-enter) the UK from EU countries without quarantine.
Passports or other certificates have always been necessary to regulate the movement of animals through different Countries for sanitary reasons.
Following Brexit and from January 2021, the UK issued European Pet passports are NOT valid anymore to travel to the EU or NI. Animal Health Certificates (AHC) are the new UK pet passport.
So, unless you have an European Pet passport issued in an European country, and with an in-date rabies vaccination, you will need an AHC in order to take your pet to the EU and bring it back to the UK.

Your pet’s animal health certificate will be valid after the date of issue for:
10 days for entry into the EU or Northern Ireland
6 months from the date of issue to return to the UK from the EU or Northern Ireland, provided that the rabies vaccination is kept up to date and, for dogs, appropriate tapeworm treatment is administered 24 - 120 hours before re-entering Great Britain and endorsed on the certificate by the administering veterinarian in the EU.
